Apple has revised its App Store rules to be more compatible with the European Union's Digital Markets Act (DMA), but the costs associated with Apple's revisions are still considerably high in accordance with an article in The Verge.

Some highlights are promoting "offers for purchases available at the location of their preference," developers being able to "use an actionable link that can be clicked, tapped, or scanned, for users to get to where they want to go," and that "Updated commercial terms applicable to apps using an External Purchase Link Entitlement are being introduced to align with changes made to the capabilities."

These changes are supposed to begin to take into effect "this the fall" (no other specific beginning date is given).

 "Nearly Endless 20 Percent Fee to Developers'

Per the article from The Verge, "Apple adds nearly endless 20 percent fee for developers in the most recent EU update" the updates appear to allow developers greater flexibility regarding linking to purchase options outside of App Store. App Store.

The costs associated with the new feature are so steep and restrictive that "it's difficult to imagine anyone using the feature."

That's because, for developer who choose to join the StoreKit External Purchase Link Entitlement (EU) Addendum, the associated fees include a 5 initial acquisition charge, plus an additional 20% store services fee applicable for "sales of digital products and services on any platform, which occur during a predetermined twelve-month time frame starting from the time of install, including app updates and the reinstallation of apps."

The Verge points out that app updates or reinstalls through the user resets the clock back to 12 months left to pay the store's ongoing services fee. Other programs and methods are able to lower costs and include support for third-party app stores, charging for the auto-renew of a qualifying subscription, and being a developer in Apple's small-business program. But the 12-month ongoing fees reset at reinstalls or updates can make them "endless."

A recent TechCrunch article, "Apple changes DMA conformity for link-outs from the App Store, applying fewer restrictions and an entirely new fee structure" further clarifies some of the differences between Apple's different terms and related fees, both current and brand new. For example,"Store Service Fee," for example "Store Service Fee" will comprise "a 10% commission or 5 discount commission (e.g. Developers enrolled in the App Store's small-business program) under Apple's new business terms; or 20% standard and 7percent discount in accordance with the terms of Apple's current agreements."
