Update: Apple Revises it's App Store Link Out Regulations as per EU DMA. But, fees are very high.
Apple altered the App Store's rules in order to enhance their compatibility with EU's Digital Markets Act (DMA) However, the costs related to the new rules created by Apple remain a significant amount in accordance with the story in The Verge.

Highlights are "offers which allow customers to purchase goods from any location they want," developers being able to "use an actionable link that can be tapped, clicked or swiped in order to direct buyers wherever they'd like take them." as well as "Updated commercial terms and conditions applicable for applications that utilize the External Purchase Link Entitlement feature are in the process of being implemented to ensure that they are in line with any modifications made on these features."
Changes are expected to be in effect "this the fall" (no date to set a precise start date has been set).

As per The Verge, "Apple provides a virtually unlimited developer's fee of 20% within the current EU updates" the updates appear to provide developers with more options with regards to the ability to connect with payment methods which aren't available via the Apple App Store.

The reason for this is that when developers join the Program StoreKit External Purchase Link Entitlement (EU) Addendum charges associated with it include a 5 percent initial acquisition cost and an added 20% service fee which is applicable to "sales of digital goods and services that are accessible on any platform within 12 months from the time of installation. It also covers updates to applications and the reinstallation of those apps."
The Verge states that the application's updates or reinstalls that the user makes reset the timer to twelve months remaining for the payment. Alternative programs and techniques may lower costs through support for third party apps and charging auto-renewal subscriptions that qualify as developers within Apple's Small-Business program. However, the ongoing costs for twelve months are reset each when a reboot or an upgrade occurs, making the fees "endless."
A recently released TechCrunch report entitled "Apple changes DMA authorizations for linking outs in the App Store, with fewer restrictions as well as the fee structure which has been altered" further clarifies some details of the various fees and terms that are not only existing but completely fresh.
